Regarding Class 2 lasers:

2.Class II - Low-Power Visible Lasers

A low-power laser or laser system in the visible range
that may be viewed directly under carefully controlled
exposure conditions. These lasers are considered safe
for exposure times greater than 0.25-second because the
natural reflex motions of the eye will prevent average
exposure from causing damage.

9.General Operation Safety Requirements

B.Class II Equipment

1.Class II low-power lasers shall be marked in accordance
with Section 12.A of this standard practice.

2.The laser beam shall not be purposefully directed toward
the eye of any person.

Based on this you shouldn't aim a class 2 laser at
anyones eyes either (not just 3's and 4's).
