Revere 33 problem

I recently ruined a whole roll of film in my Revere (it came 
back all clear, or almost clear.) With a lot of 
experimenting, I have found the problem. When winding the 
film near the end of the roll, if the film runs out and 
stops when the film is wound about 80 or 90% of the proper 
distance to the next exposure, it appears the shutter is 
partially, but not fully, cocked. If you then press the 
shutter release button, the shutter opens and stays open, 
even while you re-wind the film!!! 

Is this the normal functioning of the shutter? Has anyone 
else seen this problem? (I guess it's only a problem if I 
try to wind one exposure too far at the end of a roll, but 
since the exposure counter dial is so easy to bump, that 
often happend to me). Any suggestions on how to avoid the 
problem?
