What's the big deal?  I think this is a perfect compromise solution.
My display runs at 1280x1024.  I usually run Netscape at about 60%
screen width and OFTEN enlarge the window size when I come across
a huge image.

setting Width=60% should work equally as well...
smart use of html code should avoid any layout problems.  

Better still, set the images for cross eyed viewing.  Much bigger image
sizes can be viewed with the cross-eye technique than the parallel 
technique.  The trouble still remains that some people find it easier
to parallel view than cross view.
