The rules you propose look fine to me.  Just specific enough to give web
page participants an idea of what their pages should not contain,
without inhibiting those who have something useful to contribute. 
Common sense should fill in the details.  Sorry for the non-response up
to now -- I've just gotten on to this list, and I'm learning how to use
the digest format.  Looks as though I won't have time to study, much
less comment upon, all the interesting topics it contains -- I'm also
participating in another listserv for Animation Master users, and that
one is about as voluminous as this one!

To sleep: perchance to dream: ay, there's the rub...
