The easiest way to illustrate this one is to point to a web page where a
very similar problem was fixed. I had a hyper image taken with approximately
a 20 foot stereo base of the rolling hills and trees across a part of Lake
Mendocino. I took the pair of images with a single camera and the water
didn't wait for me to move between shots! The image other than the water
worked pretty well so I repaired the water.
It can be done in any graphics capable computer using fairly basic image
tools. PhotoShop certainly has the tools. I used PhotoStyler 2.0SE which
sadly is obsolete. Ulead has a program called PhotoImpact which has the
needed tools at a reasonable cost. If the image isn't pretty obvious as to
how I accomplished the task I may discuss it a bit further. I will
eventually provide a bigger version of this image in an interlaced format.

This is one I should have bracketed with several different base intervals.
It would have provided an interesting comparison. There is one particular
operation and tool involved in making this repair, know which one?
