A few years ago when I was fooling around with making stained-glass
windows, I came across an etching compound. It seems like it was
fairly inexpensive. You rubbed or brushed it on the glass, let it
sit for a while, and washed it off. When you were done, the surface
of the glass was frosty. I don't know if this would work in your
situation or if the etching would be uniform enough for your purposes
but it might be worth a try. The product was called ETCHING FROST 
and it was distributed by:
