Yeah George! Let me look at it first! Perhaps it's like the stereograms
that people can't see even when they move their eyes to the right places. It
takes a bit of time to sink in that there are stereodisparities present.
Compounded by the fact of the unfamiliar reversal of the depth cues. So the
person doing the viewing sees something but the mind doesn't place depth
significance in the view rendering it flat.
Best advice without having examined the image in question is give it more
time and try other images. Finding some that are easier for a particular
individual to work with helps develop the skill which can then be used when
you go back to the mystery image.
