Re: various members have commented on a presumed association between
cardboard mounts and poor mounting by novices.  

Kodak/Kodalux uses cardboard mounts.  Possibly the NSA's cardboard ban
is also an attempt to exclude commercially mounted slides, which are
often acceptable for use in viewers, but more likely to be problematic
in projection.

Also, perhaps novices tend to opt for cardboard mounts for economy...and
for lack of awareness of better options.
