I'm afraid there's no way to see this channel in Northern California.
The only German TV station with world wide service is Deutsche Welle.
They sometimes rebroadcast shows from other stations, but mainly they
have news feeds in different languages. Since two weeks they also
broadcast live on the internet:

There is also a schedule on this page.
But you haven't missed much. It was just a 1:30 report on
special cameras which were designed to be launched with the
Russian Proton skyrocket into space.
Since the start failed, they are now looking for new applications
on earth. The quality of the pictures is excellent. They took
aerial pictures from an airplane, and it was possible to see all
details on the ground, including a forgotten flexible garden tube
in the neighbor's backyard.
The camera is equipped with 3 CCD line cameras, scanning the
area from three different angles. Thus you have enough information
to create a three-dimensional model of the object.
