Note that each Kodak mailer has a specific fixed value; it is not
relevant what you paid for the mailer.  The pre-paid mailers are
sold by many retailers at a discount from their full face value.
The full face value would have been used to determine the amount
you "sent."

The add-on charge should be constant regardless of the price you
paid for the mailer.  It sounds like they think the add-on charge
is $4.00, instead of the $4.50 you sent?
