Timed Release?

Does there exist a device that allows adjustable duration shutter release?  

There are devices that screw into a cable release socket which allow one to
*delay* the shutter firing for a predetermined amount of time, for instance
to allow the photographer time to get into the scene after s/he pushes the
button.

Is there anything like this available which *holds* the shutter open for an
adjustable length of time?  

After finally picking up an exposure meter (after 12 years of Sunny 16 plus
windage) in order to capture some of the gloomy, rainy days of Autumn, I
find that I'm asked for slower shutter speeds than the camera provides.  

The slowest speed on my Kodak is 1/25, but there is a Bulb setting, so for
long exposures I currently just use a cable and lock the plunger while I
try to follow the sweep second hand on my watch dial.  This is OK for 10 -
30 second exposures, where plus or minus a few seconds won't make much
difference.  What about shorter times, like a few seconds or less (1/2, 1/10)?

Can I fix this with just a gadget (I'm satisfied with the camera otherwise)
for the occasional need?
 
Any ideas?
