Yes. Carl Zeiss marketed a device such as you describe, I believe
pre-war. It attached to a cable release socket, and through a clockworks
allowed variable long exposure shutter speeds. I have never seen one
(just images) so I don't know the particulars of speed range, but I
think we're talking somewhere in the neighborhood of 1 - 15 seconds.
Because of the clockworks, the device was not inexpensive when new and
so relatively scarse now. The collectors like them, and on the rare
instances that you see one for sale it's usually priced at several
hundred dollars...
To my knowledge Exacta VXs were one of the only cameras of modern stereo
vintage (50s) with which featured shutters with extended long exposure
range (which are known to get sticky with age).
