Yes, the maximum the relative position of the scan lines can only be 1/60th
of a second unless of course you go to the next field. Regardless of this,
1/60 of a second (or 16.6ms) is a very small unit. When I take a pic and
the television screen happens to be in the background, I notice that there
is about only a few inches apart (most of the time, same frame). This
translates to the shutters firing within aproximently 2ms!
