Internic (which has been highly critized of late for it's handling
of such things) assignes addresses/names.

Back in the early days of the internet, one could request a site
name for free, then the fee went to $50. Some guys saw a business
opportunity before the major corporations "caught on" about the use
of the internet and grabbed obvious company addresses with an eye
towards selling these later on (ie, address speculation). My impression
is, howver, that with a few exceptions the guys lost money.

If you've ever looked for a company site that had a really strange, 
nonobvious name, it might be because they were not willing to pay
the fee (to me, right offhand, selling a name for $50,000 which
cost $50 is a tad over-inflated, but that's speculation for you...).
