The idea is to file the cutters flat, not to "sharpen" them.  There is
an old posting in the archives about how to remove the pressure plate to
make flat filing easier - I tried this once and the metal pins snapped
off making the pressure plate unusable.  I guess they are just getting
too old.

The good news is that it cuts perfectly now.  In fact, I think a slight
misalignment of the cutters with the pressure plate is what dulls the
blades.  You really don't want to use the automatic advance anyway,
because it can scratch the roll.  Just manually move the film strip from
frame to frame.
