Here in Ohio you are not allowed to have more than 75 mm or less than 55 mm.

Just kidding!!!   Are you asking about adults?  Infants have certainly a
small IPD.  I read in the paper about a kid that died recently and had a
deformed face and I forget how long IPD but I remember thinking that he
viewed things hyperstereo (maybe it was 5-6" - over 100 mm)

Even the assumed average of 65 mm might be in the wide side, IMO.  70 mm is
definitely wide.  YES, extremes cause problems in viewing.  If the viewer
has small lenses then it will only work with a rather narrow range of IPD. 
View-Master viewers is one example.  My wife or children cannot use any VM
viewer. The problem is first with the format.  But larger lenses in a
viewer make life easier.
   
Nature has been good to me and has given me 65 mm IPD. :-)
