Yes they are.  The SCSC club had an outing their earlier this year.

You can make reproductions.  However the fee for commercial use I think
is about $50 a negative.  Steve Thomas is the curator there and he has a
rate card he sends out.  They also may be at the site
(http://www.cmp.ucr.edu/collections/km/stereo/page0.html).

Most collections of
