If you review ebay's documentation you'll find that the minimum price is
the starting price of the auction.  The reserve price is the minimum
price that the owner will accept for the item.  So, if I'm selling my
widget and I want at least $40.00 for it, I'll set a reserve price of
$40.00.  Then, I'll start the auction out at $10.00 and see how it goes.

I'm a little confused as to what happens if the price of the item never
goes above the reserve price.  The wording on this is rather cryptic
which is why I usually don't bid on anything that has a reserve set.

Bidders don't usually know what the reserve price is for an item, only
if the bidding has exceeded the reserve price threshold.
