Believe it or not, I don't use any rule!  I just take my
chances.  Perhaps a mixture of experience and intuition.
Never had any problem with this empirical approach.

When I was a graduate student (10 years ago), I derived all the
formulas.  That helped me understand how stereo works.  But when
the time came to take my own pictures, I have not bothered to
use any formulas or rules.

At work (when I do not email in photo-3d :-)) I use the Scanning Electron
Microscope to take stereo pairs at high magnifications.  For these I use
tilt.  About 10 degrees is my standard.  Again, no measurements or deep
concerns.  I use a mirror stereoscope to view the pair and get a good
feeling of how my subject looks.  If I need to measure depth, I use a
parallax bar.  If you know how the pair was recorded, there are forulas
to plug the numbers and get the answers.
