In the asked-about scenario it's more than just safety, it's also a matter
of whether the subjects like it or not.   They might not like it because
they don't know about the safety aspects, or that they just don't like
a bright focused light flashed passingly into their eyes, particularly when it's
relatively dark (presumably it is for the use of this mechanism).  So it
could be a matter of politeness as well.  Personally, I wouldn't want such
a thing pointed at me.  Given a choice.  :-)
