I doubt the creator of the page can prevent the pop-ups, but the
viewer can.  If you turn off javascript in your web browser's
configuration set up you will not get pop-ups.  Pop-ups are a
javascript "feature", not an HTML feature.

Those who are interested can check out the archives of the comp.risks
newsgroup (aka the Risks Digest) for reasons why you don't want to run
javascript (hint: forget about security if it's on).
