No. Look in any art book that was written in the last century.
Shadow colors are determined by many factors ... reflected and ambient
light, the local color of the objects the shadow falls on, and, last
but not least, the complement of the light color. This last factor
may be part illusory, since the shadow is seen as the absence of the
primary light color, but it's very evident.
