P3D eBay rules?

(Sorry I keep on changing the subject line but the subject is 
changing too...)

Can someone inform me (with eBay quotes if possible) which eBay
rules am I violating by doing what I said I would do?  Also,
when an auction is over, sometimes I email the second bidder
(the one who narrowly lost the item) to offer the same thing
at their highest bid.  Please also comment about this practice
in relationship to "eBay rules".  I am a registered eBay user.
(Note, these auctions are taken when the auction is over....
that might make a difference I would think...)
