The one big advantage that flash bulbs have over electronic flash units is
their slower speed. This can be useful in shots such as fountains at night
where the electronic flash tends to "freeze" the water and give it an
unnatural look. On the other hand the slower burning flash bulbs will give a
more natural appearance to fast moving water. I understand that this is also
the reason why cave photographers sometimes use flash bulbs to photograph
underground waterfalls.
