It certainly requires experience... I believe after a while
people develop this experience.  We had some good discussions
on this topic some time back here in photo-3d.  Dave Hutchison 
gave a good summary of the qualities in an image that are amplified 
in projection vs. a viewer.  Sharpness & contrast are viewer
qualities.  Composition & simplicity are projection qualities.
(My quick list... others can jump in and comment on this).

If you wanted to buid a viewer to simulate projection, this
should have longer lenses and be rather dim.  The Radex $3.25 
viewer might be a better projection previewing tool than the 
Realist red button.

Again, you have to specify "best" for what?  For viewing in a
Holmes' viewer?  For scanning and putting in the Internet?
For making slides out of the negatives and viewing in the
red button?  For making anaglyphs?  For viewing in the View 
Magic viewer?  My point was that the definition of "best" is 
tied to the viewing method.
