Hi Tom-
Can't recall what George wrote, but I think you are blurring the difference
between two different matters, namely depth of field and lens resolution.
While depth of field increases as aperture gets smaller, lens performance
(resolution) is generally at it's best at around f/8 or f/11 with the classic
cameras we use. So while you will get greater DOF at f/16 or f/22, you will
get the best resolution at middle apertures.
Many shooters tend to use f/11 as the aperture which represents the best
compromise of the two.
