I would interpret "semi-angle" to mean half of the angle, which would
mean 48 degrees--not so much like a spot meter. I don't see anything
in the construction of the photocell and window which would suggest
it was approaching spot metering performance. They look very ordinary--
just a lens in front of the cell, plus the ND filter for technicians
to adjust exposure overall, and the slider with another ND filter to
reduce the speed to 100 from 400.
