Look up theatrical supplies or lighting in the yellow pages. Then make a
few calls. Somebody will steer you to a local supplier. The gels are
just large sheets of thin plastic. Usually 2 or 3 feet square for a
couple of dollars. Cut the sheet with scissors or paper cutter or exacto
blade. Lots of colors to choose from.

They are used to cover stage spotlights to create color effects. You can
call a playhouse and ask where they buy color gels for their stage
lights.
