We're missing the point here. Costco, K-Mart, Target, et al contract with
Qualex to do certain things. Via Costco they won't process 120 film. They
won't do stereo mounting if you drop it in the bin at Costco. And so on. You
might have gotten an employee who didn't know they weren't supposed to offer
that service and got it anyway.
I don't know what the deal is, but you simply can't get the full service
through some of Qualex's dealers. Is it cheaper for the dealers to not
subscribe to less-used services? Is Qualex trying to protect their revenue in
some places? Only Qualex knows for sure.
Me? I like mailers -- they come right back to my door and I don't have to
sift through all the other B names in the bin.

ps. You still can't get some services even if you use the Kodak Premium Processing envelopes...
