P3D mime

One of the continuing problems with the mailing list(s) is that
people send MIME encoded messages - Listserv will not pass
these, and they are diverted off to me for manual action.

One of the BIG reasons for this is that @(*@(!*!h Microsoft
made MIME encoding the DEFAULT for Outlook Express (thanks for
nothing, MS). 

I recently ran across a couple of good pages describing how
to set your mail program to avoid sending MIME (you'd almost
never want to send mime to other Internet sites)...
