The Polaroid film cutter has been popular lately.  I have never had any 
success with traditional films with either polaroid's original cutter, or the 
more expensive illuminated cutter.  Both  have worked quite well for their 
instant slide materiel, but never "real" film.  I currently have a very nice 
cutter from Kaiser (their model # 2119) that works quite well for me.  
Remarkably, it looks rather like the top half to the Polaroid illuminated 
cutter, but works with regular film.
