Well, in a word, no.  Not if the moving buildings were "MOVIES" of
buildings moving (relatively).

A "green screen" or matte insertion of a different scene into the
background still contains the parallax information to produce a depth
illusion from two left-right images.

Just because it is a picture of a picture of a picture doesn't make
it flat.

It would be flat if it were a canvas diorama being rolled past a
cowboy on a pantomime horse but I don't know if they still do that.
That wouldn't cost enough to do.
