I've wondered this myself.  I find that some vendors just don't want to
ship overseas.  It shouldn't be fear of complicated paperwork or customs
requirements.  
I ship my products quite often to various countries, some with tough
import restrictions.  I just estimate the charges by using the USPS web
site and fill out the one form that is required.  I have never had any
complaints from customers about the shipments.  I have never been caught
in any kind of import duty dispute.
Shipping is easy, just go to the local Post Office.

Of course the person on the receiving end (customer) has to be willing
to pay the duties and high shipping costs.
