The FAA does not require airlines to x-ray any checked baggage, cargo or 
mail on domestic flights. Therefore, the airlines don't rush right out to 
spend $500,000 on an x-ray machine. The airlines only x-ray baggage checked 
on international flights. Mail is never x-rayed on domestic flights, the 
time and cost are too great.
