I thought they might be tires at first, too, and that might ultimately prove to be correct, but what got me wondering is:
1. The is a Montgomery Ward stereo card - which I'm guessing was made in the late 1800's to early 1900's. Was the car industry that developed then ?
2. The circular objects appear to be solid, and the hole in the center doesn't appear to be rim-sized.
