I'm not a lawer either, but my understanding is that is correct. You
can't play a CD for background music  at the NSA Convention, unless
it is licensed for public broadcast or you have special permission. 

Having said that, don't get me wrong, I'm on Dr.T's (aka The 3-D Pirate!)
side! :-)
