You can and it's perfectly legal. Bars, radio stations, convention centers
and the like all pay dues to performance rights organizations (ASCAP, BMI).
Otherwise every prom couldn't have music (maybe a good thing :) )

As for what Dr. T is doing. It sounds like it falls into "Fair Use" to me.
