Unless you have arranged with the copyright holder, or their
representatives (e.g., ASCAP, BMI),  you do not have permission to use
a recording for a public performance.

I doubt any of the monitoring groups will show up at the NSA
convention, but they do frequent bars, restaurants, film festivals,
and other events.
