I believe you're referring to DVICS which was a "per play" DVD. You
purchased the disk for a nominal fee ($4.95) and provided you with
limited viewing (I believe a 3 day window once you activated your
view). You could then purchase additional viewing time by paying a
fee. You would then get a "license" which would unlock the DVICS disk
for another viewing sesison.
Basically it was supposed to replace video rentals. However, if you
count the number of times I've seen some of my kids videos, I'd be
bankrupt with a "pay per view" scheme like this!
IMHO, it's now defunct because people don't want to buy something and
then keep on paying a fee for its continued use (unlike a lot of the
design software we currently use here at work which requires a yearly
license fee).
