The scheme I had in mind is more flexible, like the APECII exchange.
You don't have to submit images every month. If you send something
in, you get something back.  People are encouraged to participate
every month but this is not a requirement.

This is an interesting but different idea. I am personally interested in 
trading images on film at this point, not digital images.
