Friction will keep them in when using the tool and cutter. The tolerances
are so tight normally that it can't move up or down and enough surface area
is sandwiched in the reel so it can't move easily out of the slot either.
In some cases where I have pulled the chips out slightly to adjust the
window I have put some pressure on the pocket to really jam the pocket
closed so that it wouldn't move in or out by accident.
In short, I don't think you will have a problem when you use the tool and a
cutter.
