You might want to try the "Systematic Archival Glue Pen" (with Ph neutral
glue).  It is available from Light Impressions, Archival Supplies, Post
Office Box 22708, Rochester, New York, 14692-2708, 1-800-828-6216 or
http://www.lightimpressionsdirect.com

One drop near the reel edge where the curved cutout is should do just fine.
However don't expect to remove the "chips" without damage after you do this.

I wonder if the film shrinks over time?
A small dab of glue at the outside edge of the chip would keep them from
backing out I would think. I don't know what glue would be the best for that
though.

Friction doesn't always keep the film chips in place. I have some older
Personal reels that are so 'loose' the chips regularly slip out. I guess
I could use a bit of glue to hold them in.
