A piece of software that seems to do it can be found at 
http://www.iart3d.com/eiart/product/imagicp/imp.htm
They also sell lenticular sheets to stick to the surface of the 
picture.

Haven't tried it yet, so I don't know about the quality. Guess it 
depends on your printer.
