Not true at all.

I use one because I do want to bid my maximum amount and leave it there. The
problem is that you are competing with people who do have auction fever and
reconsider their high bids once someone outbids them.
Many times I have lost to someone who reconsidered their bid after I outbid
them. If I had bid at the last moment they would not be able to reconsider.
I know they should have bid their maximum the first time, but I can't
control how they bid, only the way I do.

I think that the only time anyone would use a sniping program is if 
they have "auction fever"...
