I think that the only time anyone would use a sniping program is if 
they have "auction fever" - a well known complaint, sufferers of 
which find themselves unable to let anything go to another bidder 
irrespective of how illogical the bid may be.
I feel that if you are bidding on anything (even in a "real world" 
auction) you should know what the maximum price would be that 
you were prepared to pay.
With Ebay, if you initially bid that amount, they will slowly increase 
your bid until it reaches your maximum.
If your maximum is right, you will get the goods - possibly cheaper.
If your maximum is not enough, you won't get it.
It all seems very simple to me.
