Shucks, I've wasted a lot more than $20 on film for badly done pictures -
film which would have been much better off exposed Grant's S1 (I say this
having seen his recent work in Gamma).

I'm willing to add my $20 to the Campos Fund, however that must be the
last resort.  I'd be revolted to see a man who bought the camera and
dragged his heels about returning it profit from this situation.  I object
even to the idea of a reward, frankly.

If small claims court is impossible, I would think an email campaign to
the local TV outlets would be well placed.  This is the kind of off-beat
story they eat up, and many local stations have an activist feature for
helping people who are getting run around by clods.  Nothing like a little
public shaming to get people to see their social obligations.
