It's not "new" and doesn't have eye hoods, but the de Wijs 
Combi viewer must be at or near the top of the list, in 
terms of quality of performance and ocular diameter. They 
are 32mm diameter, 45mm or 50mm focal length, double 
achromats (4 elements total?). The design, quality of 
construction, and versatility are also at, or very close to, 
absolute perfection. The only drawback is cost (~$700).
