S3D Question/concern about PayPal

I have built a nice account with PayPal but my two
attempts to have it sent to me have failed (their
server does not respond).  I have this concern:
If PayPal goes BellyUp, and I never get my money
back, is the buyer (who's credit card had been
charged) under obligation to pay ME?

Other than that, the PayPal idea is attractive for
people like myself who BUY and SELL.  My wife
thinks that I sell something and then I buy the same
thing from the same person.  It makes sense to have
the money is a PayPal account and buy/sell trying
to keep this account above zero.  No checks, no
credit card charges, just shifting money in PayPal
accounts of 3d enthusiasts!
