The number of bids and the number of bidders is not
the same thing.  There were 19 and 16 distinct bidders,
respectively.  Those items were dutch auctions for 10
units each.  The 10 units should have ended up in the
hands of 5 and 6 buyers, respectively, if I am reading
the bid lists correctly.
