The USPS is not alone in difficult breakage/insurance issues. I purchased a cast-iron buggy seat, which was extremely well packed by the seller, marked FRAGILE (in retrospect, a mistake), and insured, and sent by UPS. Naturally the delivery men took the "fragile" as a challenge, and when it arrived, the corner of the package had a three-inch compression, and the buggy seat had spontaneously reduction/divison reproduced into smaller pieces. The claim process is long and tedious. First, I had to contact the seller, who had to send me copies of the insurance paperwork. Then I contacted UPS. A UPS inspector then made a personal trip to see it. I was instructed to file a claim, which was rejected by the UPS administration because the SENDER had to file the claim. Then the sender filed, and was told that the package had to be inspected by someone who was processing the claim from the other end ! This went on for months until the left UPS hand made contact with the right UPS hand.
In the end, I was reimbursed, and the collectible no longer exists, and the sender and I pissed away lord knows how much time each. UPS probably spent three times the value of the claim in inspector time, and administration. It's a helluva way to run a business.
I handled the UPS IPO when it came through Morgan Stanley Dean Witter. Rumor has it that the only reason UPS sold 10 % of the company was to give their retirees and retiree-wanna-be's a place to cash in. It's not a particularly efficient operation.
